More than 250 guests attended the inauguration and launch ceremony of the Seoul Special City Small and Medium Enterprise Federation at the Seoul City Hall on May 13th at 3 PM.

Yook Deok-hyeon, an expert in small and medium-sized business organizations with 30 years of experience, was appointed as the first chairman of the Seoul Special City Small and Medium Enterprise Federation and declared his vision for development.

The Seoul Special City Small and Medium Enterprise Federation announced that it held the inauguration ceremony of Chairman Yook Deok-hyeon and the launch ceremony of the Seoul Metropolitan Chapter at the Grand Hall on the 3rd floor of the main building of the Seoul City Hall (110, Tae-pyeongno, Jung-gu, Seoul) at 3 PM on May 13th, with the participation of about 250 guests, including executives from regional chapters in 25 districts of Seoul, and various internal and external guests related to small and medium-sized business policy, administration, and contribution activities.

The Small and Medium Enterprise Federation was established on April 30th of the same year after the passage of the Small and Medium Enterprise Basic Act in 2014, and through its continuous growth by industry and region, it has been conducting solidarity activities for small and medium-sized businesses in Seoul centered on the Seoul Special City Small and Medium Enterprise Federation council established in 2019. Afterward, in 2020, it changed its name to the Seoul Special City Small and Medium Enterprise Federation, and by establishing local chapters at the basic unit level and securing CMS members, it grew its organization, and in January 2023, it secured an official activity base through registration of a unique number. This time, the inauguration ceremony of Yook Deok-hyeon, Chairman of the Seoul Special City Small and Medium Enterprise Federation, and the launch ceremony of the Seoul Metropolitan Chapter were officially held at the Seoul City Hall with the heads of the central and metropolitan regional chapters.

Currently, the Small and Medium Enterprise Federation has over 70 industries and over 200 regional chapters, and while activities of metropolitan chapters, branches by basic units, and special regional chapters have been actively taking place, the establishment of the Seoul Special City Metropolitan Chapter is expected to greatly contribute to the completion of the nationwide network.

Growth of the Seoul regional Small and Medium Enterprise Federation has been sluggish. While the Small and Medium Enterprise Basic Act and the Special Act on the Protection and Support of Small and Medium Enterprises were revised and have been stably enforced since 2020, one of the reasons for the many limitations in designing and carrying out the role of economic organizations for small and medium-sized enterprises within the Seoul Special City is pointed out.

Therefore, in March 2024, centered on Kim Hyeon-gi, Speaker of the Seoul City Council, the revision of the "Ordinance on the Protection and Support of Small and Medium Enterprises in Seoul Special City" aligned the government laws and local government laws related to small and medium-sized enterprises, and among policy organizations related to small and medium-sized enterprises designated in the Small and Medium Enterprise Act (Small and Medium Enterprise Market Promotion Corporation, Small and Medium Enterprise Promotion Fund, Small and Medium Enterprise Federation), the Seoul Regional Small and Medium Enterprise Federation was able to create an environment to fully carry out its role and authority.

Yook Deok-hyeon, the first chairman of the Seoul Special City Small and Medium Enterprise Federation, is a true expert in small and medium-sized business organizations, having disbanded the Gwanak Shin-sa Traditional Market and Gwanak-gu Small and Medium Enterprise Association and established the Gwanak-gu Small and Medium Enterprise Federation and operated it faithfully, and plans to gather over 30 years of experience and wisdom to contribute to the development of the Seoul Special City Small and Medium Enterprise Federation.

Chairman Yook Deok-hyeon leads the most exemplary regional chapter within Seoul, and through his harmonious relationships with government, public, and political sectors, he has been putting a lot of effort into resolving local issues for small and medium-sized businesses and promoting regional economic growth. He has also been recognized for his abilities by receiving presidential awards, prime ministerial awards, and grand prizes in the small and medium-sized business awards.

In his congratulatory video, Kim Hyeon-gi, Speaker of the Seoul City Council, said, "The revision of the 'Ordinance on the Protection and Support of Small and Medium Enterprises in Seoul Special City' is not the end, but a stepping stone to moving to another stage," and added, "Please try to ensure rational budgeting and stable organizational operations to address the difficulties faced by small and medium-sized enterprises in Seoul Special City and to present institutional and practical solutions to the digital transformation in preparation for 2030, rising labor, material, and rental costs, etc." He continued, "The Seoul City Council will provide a lot of help for the operation and development of the Seoul Special City Small and Medium Enterprise Federation, so let's work together to deliberate and solve problems."

The Seoul Special City Small and Medium Enterprise Federation plans to complete the network of one chapter and 25 district Small and Medium Enterprise Federations as its goal for 2024, and to standardize the individual district-level support ordinances. Also, as an economic organization worthy of the brand of the Seoul Special City, it plans to secure authority and work hard to overcome the difficulties faced by many more small and medium-sized businesses in Seoul to revitalize the local economy.
